PROBLEM TO BE SOLVED: To provide a belt with a constitution where occurrence of noise can be prevented and occurrence of image failure is also prevented and a fixing device utilizing it. SOLUTION: In the belt 2 which is hung on rollers 3 and 4 and that can be moved in linked with the rollers 3 and 4, a substrate 13 and an elastic layer 14 that is integrated to a surface of the substrate are provided and it is characteristic that an elastic layer 14' is formed on a surface facing periphery surfaces of the rollers 3 and 4 on the surface that is on the opposite side as the elastic layer 14.
