摘要

In order to narrow base stations to those having a high probability of being requested to transmit data by a communication terminal, a base station finds the base stations having the high probability by making use of a report of the downstream line situation returned from the communication terminal to the base station, and transmits the result of the finding as the flow control information between a control station and the base stations to the control station. The control station transmits the data to the base stations.
