Characteristic times for signal travel times between a phone and base stations within an area are determined. These are then recorded in memory as representative or calibrated values for a certain area. To determine current travel conditions signals received from vehicles in the area are compared with stored signal travel times so that vehicle locations can be determined and the current travel situation can be determined. The invention also relates to a device system for use with the above method, typically using a GSM network.
