PROBLEM TO BE SOLVED: To improve a heat insulation performance without damaging atmosphere shielding performance. SOLUTION: A water surface shielding material shields a water surface in the heat storage tank of a heat storage type air-conditioning device. The surface shielding material comprises an upper ball part 20 formed of a high expansion ratio foaming heat insulation material, a lower ball part 21 formed of a low expansion ratio foaming heat insulation material, and a flange part 21 situated at the outer periphery of a gap between the upper and lower ball parts. When the water surface shielding material is set afloat on a water surface, the upper ball part 20 and the flange part 22 are allowed to float on a water surface and the lower ball part 21 is sunk in water.
