SOLUTION: When the intensity of GPS ground arrival radio waves, which indicates the intensity of GPS radio waves received by the GPS terminal 15 is degraded due to the effects of cosmic noise, atmospheric noise 13, etc., the state of the radio waves at the time is detected by a GPS base station 16 to transmit the information indicating this to the GPS terminal 15 through the use of a cellular phone network 14, etc. The GPS terminal 15 receives the information and performs control, so as to optimize the gain of an amplifier, etc., in a GPS radio part according to the state of the radio waves.
