PROBLEM TO BE SOLVED: To provide a secondary cell charging device that does not require much time for complete charging, that does not cause heat generation and that is highly efficient. SOLUTION: This charging device 1 is made up of a power supply 5 that charges a secondary cell 2, an electric double layer capacitor 4 that charges and discharges the cell 2, a voltage controlling device 9 that monitors the voltage of the capacitor 4, a step-up converter that boosts the capacitor 4, output terminals 3a, 3b to which the cell 2 is connected, and charging and discharging change-over switches 6, 7 for the cell and the capacitor, respectively.
