PROBLEM TO BE SOLVED: To prevent the unauthorized use of equipment and to manage/limit the function to be used for each user. SOLUTION: An identification ID is repeatedly transmitted from the user identification supporting device mounted on the user at all times. A signal attainable range is set from dozens of cm to several meters. A receiving part 111 and a receiving deciding part 112 of an information processor 100 receive the signal and extract this identification ID. An identification ID deciding part 113 decides coincidence between this extracted identification ID and any one of identification ID registered in an identification ID register table 1130. In the case of coincidence, a permission is applied to a function part 115 according to contents set in the identification ID register table 1130 concerning that identification ID. The function part 115 operates within the permitted range. In the case of non-coincidence, use is inhibited.
