PROBLEM TO BE SOLVED: To enable a user to carry out fast feeding operation and rewinding operation even if a command to instruct fast rewinding and fast feeding is not defined to a reading and reproducing device. SOLUTION: A DTV(Digital Television) 11 updates the counter display of an operation panel 11A as the display of the time corresponding to the present position information relating to the position of an HD (not shown in Figure) accessed by an AVHDD(Audio Visual Hard Disk Drive) in correspondence to the user's operation of a fast feeding button or rewinding button and transmits the command to instruct the accessing to the position of the HD corresponding to the counter display after the updating to the AVHDD 12.
