PROBLEM TO BE SOLVED: To carry out efficient real time monitoring for applying no load to a system in a real time monitor. SOLUTION: When a performance information referring demand specifying a resource is demanded from user terminals 6a, 6b, 6c, etc., a performance information referring means 5 records flag information representing existence of a demand and present time information in a resource monitoring controlling means 3 and obtains the performance information of the corresponding resource from a performance information holding means 4 so as to return it instantly. A performance measuring means 2 periodically monitors the resource monitoring controlling means 3, measures performance of a resource, which has a few time difference between the resource using time with the flag information representing existence of a demand and a present time, and holds the measurement result in the corresponding area of the performance information holding means 4. If the corresponding area is not provided, an area is previously secured. In the case of a large time difference, flag information representing absence of a demand is recorded, the corresponding area of the performance information holding means 4 is deleted, and its monitoring task is stopped.
