A wheel has a flexible jacket between a hub and an inflatable tire. There is no rigid connection between the hub and tire. The opposed surfaces of the hub and jacket have complementary interlocking circumferential grooves. The jacket may have a second perpendicular set of grooves co-operating with complementary grooves on the hub. The jacket has a crest that fits into an opening in the hub.
