PROBLEM TO BE SOLVED: To decrease the delay of an input/output time at the occurrence of a fault with a controller in a duplexed input and output control system. SOLUTION: A controller fault processing means 14 records that a controller 31 or a controller 32 is under processing a fault on a controller fault control table 21 when the means detects the fault with the controller 31 or the controller 32. After completing the fault processing, the controller fault processing means 14 deletes from the controller fault control table 21 that the controller is processing the fault when the fault processing has been completed. When receiving an input/output request 11, an input/output execution device selection means 12 refers to the controller fault control table 21 and, when a device under fault processing is present, avoids the device and selects the input/output execution device. For example, when the controller 31 controlling a positive device 41 is under fault processing, the input/output execution device selection means 12 selects an auxiliary device 42.
