PROBLEM TO BE SOLVED: To suppress the burr of a blade, the slip-off of toners and the fusion of the toners by forming an abutting part of a toner carrying member to high hardness at a low coefficient of friction while maintaining the motility of a free length portion of a cleaning blade made of a polyurethane resin. SOLUTION: A cured layer 15 which is formed by reacting of an isocyanate compound and the polyurethane resin and has a prescribed shape is formed in the abutting part 14 of the toner carrying member and the relation between tanδof the cured layer 15 and tanδof the free length part 13 is controlled.
