PROBLEM TO BE SOLVED: To always smoothen the rotation of a rotor by simplifying a structure and accurately performing the reciprocating motion of a partition blade. SOLUTION: A cylindrical guide member 3 is disposed at the inside center of a casing 2 formed cylindrically and closed at both side parts, one end of the guide member is fixed to one side part, a bearing hole 12 is formed in the other side part at an eccentric position, and a cylindrical rotor 4 closed at one side allowing a rotating shaft 15 at the center to be pivotally supported in the bearing hole, and closed at one side part by a cylinder so that the underside thereof inscribed with the lower inner peripheral surface of the casing and a crescent shaped space 17 is formed on the upper side is disposed on the outside of the guide member. At least two partition blades 20 are retractably installed at specified intervals around the rotor in the direction orthogonal to each other, the tip of each partition blade is allowed to abut on the inner peripheral surface of the casing, and the rear end is allowed to abut on the peripheral surface of the guide member. An inlet 6 is provided in both side parts of the casing near the front upper side, and a discharge port 7 is formed near the rear side. A guide groove 10 allowed to communicate with the inlet and a guide member 11 allowed to communicate with the discharge port 7 are formed in the rear surface of both side parts, and each guide groove is provided in curved shape according to the side surface of the rotor.
