PROBLEM TO BE SOLVED: To increase useable electric power by generating and adding supplemen tary electric power other than the electric power generated by electric power generating means in a ground device without an electric power source to trans mit and receive information between the ground and a vehicle. SOLUTION: The ground device 10 without electric power supply includes electric power generating means (5 and 6) to generate electric power, by receiving electric power waves transmitted from an onboard device 4 mounted on a train 3, an information creating means (7) for creating ground information through the use of the created electric power, and information transmitting means (8 and 9) for converting the created ground information into ground information waves and for transmitting the ground information waves to the onboard device 4 and transmits and receives information between the ground and the train 3. The ground device 10 is provided with electric power adding means (11-16) for generating and adding supplementary electric power, other than the electric power generated by the electric power generating means (5 and 6). As a result, it is possible to increase electric power useable for the ground device 10 without electric power supply.
