PROBLEM TO BE SOLVED: To provide an adhesive anchor coating agent capable of maintaining high adhesion strength under a highly moist condition and excellent in water resistance, even though the agent is water-soluble and dispersible in water. SOLUTION: This adhesive anchor coating agent contains a polyvinyl imidazoline composed of a structural unit of the general formula (1) (R1 to R4 are each H or a 1-4C alkyl; and n is an integer of >=2) as an active ingredient.
