PROBLEM TO BE SOLVED: To provide a cell length variable PON system, in which an incoming band is utilized effectively and a PON system is used in IP. SOLUTION: The PON system can be used for the IP, the cell length of an incoming information cell 107 stored in a buffer 106 of a first subscriber device 102 is reported to a station device 101, by using an incoming control cell 108. On the basis of the information of the cell length inserted in the received incoming control cell 108, an instruction control signal for sending the incoming information cell 107 to the first subscriber device 102 is inserted into an outgoing control cell 109 and reported by the station device 101. According to the instruction signal inserted in the received outgoing control cell 109, the first subscriber device 102 sends the incoming information cell 107 stored in the buffer 106 of the first subscriber device 102 to the station device 101.
