PROBLEM TO BE SOLVED: To provide a magnetic recording medium excellent in stiffness, surface smoothness of a magnetic layer and electromagnetic conversion characteristics, and a method for manufacturing the magnetic recording medium. SOLUTION: This magnetic recording medium 1 consists of a nonmagnetic support 2, a nonmagnetic layer 3 formed by applying a nonmagnetic coating material containing nonmagnetic powder and a binder onto the support 2 and the magnetic layer 4 formed by applying a magnetic coating material containing magnetic powder and another binder onto the layer 3. The nonmagnetic powder is acicular and has >=0.2μm to <=0.4μm average length of the major axis. The binder contained in the layer 3 contains at least one resin having <=40 deg.C glass transition temperature.
