This invention refers to the design of a paper recycling process, to be used in the formulation of concrete blocks and bricks, complying with all quality standards, and having other special characteristics such as the material elasticity, this means, that these blocks do not crumble when applying to them their major load to compression as the ones commonly known, they only get deformed and fatigued providing security in case of earthquake.
