A vaned wheel (16) inserted in the relief vent opening (15) offers controlled resistance to the air venting through the opening. The wheel is fixed (16) in position but can adjust in the opening (15) which in turn expands in the outflow direction. The wheel can be adjusted in angle to the flow and, when using a turbine wheel, the turbine rotation axis is fitted with a brake so the turbine generates a moment counter to wheel rotation as caused by the venting air. The brake has a control unit fed with sensed accident data. Braking is afforded by a generator, electrical resistance or an electromagnetic clutch rotating in the gap of an energized coil.
