The gluing device has a number of holes (12) in the first layer (3) of the roll near the beginning of the paper strip., and a double-sided glue strip on the outside of the first layer of the roll, at least partly overlapping the holes. The glue forced through the holes attaches the beginning (2) of the paper strip to the second layer (8). The holes are in a part of the first layer near the beginning of the roll. There is a clearance between the edges of the holes and the beginning of the roll. The cross section of the holes in the first layer of the paper strip may be round or of some other geometric shape.
