PROBLEM TO BE SOLVED: To provide a hypochlorous acid removing apparatus to be developed correspondingly to such a requirement that there are a boiling method, an adsorbing method using activated carbon, a chemical injection method, or the like, in order to remove chlorine dissolved in tap water and the reduction of cost is achieved but an inexpensive water cleaning means requiring no expendable parts is expected. SOLUTION: A thin plate laminate 3 or a thin plate frame body 6 is formed using a thin plate 1 provided with a large number of fine holes 2 by a method arbitrarily laminating the thin plates 1 in a close contact state, a means for mounting the thin plates in a funnel-shaped frame body 5a, a means for molding the thin plates 1 into a container shape, a means for providing a spacer 5b between the thin plates 1 or a method for laminating the thin plates 1 so as to form a space between them. Tap water is injected in the thin plate laminate 3 or a thin plate frame body 6 and the ionizing action of water is used to reduce and remove hypochlorous acid.
