PROBLEM TO BE SOLVED: To prevent malfunction caused by an erroneous command when a flying controlled device is remote-controlled. SOLUTION: A command is transmitted to the flying controlled device and the transmission of the command is prohibited when a condition of the controlled device is not brought into a prescribed condition, and the command is received to be output to the controlled device and the output of a command signal to the controlled device is prohibited when an operation condition of the controlled device is not brought into a prescribed operation condition.
