PROBLEM TO BE SOLVED: To prevent the application of back tension to the printing paper in conveying the printing paper by an impression cylinder. SOLUTION: In this paper feeder where the printing paper 41 conveyed by the rotation of a pair of secondary paper feeding rollers 44a and 44b is passed between a pair of conveying guide members 45a and 45b to be conveyed to an impression cylinder 27 side and continuously conveyed by the impression cylinder 27, one of conveying guide members 45a kept into contact with the printing paper 41 conveyed by the rotation of the impression cylinder 27, of the pair of conveying guide members 45a and 45b is movable between a guide position for guiding the printing paper 41 to the impression cylinder 27 side, and a separating position for separating from the other conveying guide members 45b, the rotary braking force by a torque limiter is acted on a shaft 63 of one of the secondary paper feeding rollers 44a, and a clutch is mounted for releasing the rotary braking force to the shaft by the torque limiter.
