PROBLEM TO BE SOLVED: To provide a damper valve capable of preventing a fall or the like of a valve element to secure stable performance, and to provide a hydraulic power steering device using it. SOLUTION: This damper valve 20 has a tube-like casing 21 having one end part 21a connected to a hydraulic pump 7 side and the other end part 21b connected to a hydraulic cylinder (a hydraulic actuator) 6 side; and the tube-like valve element 22 energized toward the other end part 21b by a spring 23, movably disposed inside the casing 21. When a pressure of hydraulic fluid just about flowing into the hydraulic pump 7 from the hydraulic cylinder 6 is smaller than an energizing force of the spring 23, the valve element 22 blocks the communication of the hydraulic fluid. When the pressure of the hydraulic fluid is larger than the energizing force of the spring 23, the pressure of the hydraulic fluid moves the valve element 22 along an oil passage with the valve element 22 guided by the inner circumferential face 21d of the casing 21 to allow the flowage of the hydraulic fluid through a cutout part 21c formed in the inner circumferential face 21d. |
