PROBLEM TO BE SOLVED: To eliminate the defect that bubbles concentrate to the outside surface of an arc plate-shaped concrete liner to cause the deterioration in appearance and dimensional precision of the outside surface in a method for producing the liner in which a non-concrete layer is formed on the side of an inside surface. SOLUTION: The non-concrete layer is arranged on the bottom surface of a form with the use of a stationary frame 10 in which the outside surface of the liner is arranged on the upper side, high fluidity concrete is placed on the layer, the upper surface plate 14 of the form is contacted with the outside surface of the liner and reciprocated by a vibrator 17, and the outside surface of the liner is finished. In this way, bubbles on the upper surface of concrete are crushed, and a smooth surface can be obtained.
