PROBLEM TO BE SOLVED: To treat water efficiently correspondingly to the change in the concentration of phosphorus when cleaning treatment is always done in a constant operation mode while the necessity for securing a place for the installation of a treatment apparatus and the necessity of maintenance work for recovering removed phosphorus periodically are eliminated, and electric power is saved. SOLUTION: An apparatus for cleaning water has a measurement means 10 for measuring the concentration of organic substances and the concentration of nitrogen in raw water, an organic substance removing means 41 for removing the organic substances in the raw water, a nitrogen removing means 42 for removing the nitrogen in the raw water, a judgment means 20 for judging that a substance (restriction substance) which restricts the propagation of alga in the raw water effectively is the organic substances or the nitrogen on the basis of the results of measurement of the concentrations of the organic substances and the nitrogen by the means 10, and an actuation means 30 which selects the means 41 or the means 42 for the removal of the restriction substance corresponding to the restriction substance judged by the means 20.
