PROBLEM TO BE SOLVED: To provide an information providing device that attains communication between two users via a public telephone line network without the need for knowing a telephone number of an opposite party. SOLUTION: The information providing device 40 provides information to users via the Internet 20 and is provided with a reception section 102 that receives a communication request to request communication with a 2nd user from a 1st user via the Internet 20, a 1st telephone line connection section 54 that sets up connection to a 1st phone possessed by the 1st user via a public phone line network 30 when the reception section 102 receives a communication request, a 2nd telephone line connection section that sets up connection to a 2nd phone possessed by the 2nd user via the public phone line network 30 when the reception section 102 receives a communication request, and a communication establishing section 126 that sets up communication between the 1st phone and the 2nd phone via the connection with the 1st phone establishment by the 1st phone line connection section and the 2nd phone establishment by the 2nd phone line connection section.
