PROBLEM TO BE SOLVED: To bring a developing roll into contact with a photoreceptor drum only when a toner image is formed on the photoreceptor drum. SOLUTION: The device has a first housing 10a in which the photoreceptor drum 1a is provided. The device also has a second housing 4a in which the developing roll 7a and a thin layer formation blade are provided. The second housing 4a is swinguable about a support shaft 9a to bring the developing roll 7a into contact with the photoreceptor drum 1a and separate the roll 7a from the drum 1a and is urged in the direction of the first housing 10a. The device further has a developing roll control means. When printing is not carried out, the control means separates the developing roll 7a from the photoreceptor drum 1a and stops their rotations. When printing is carried out, the control means brings the developing roll 7a into contact with the photoreceptor drum 1a by swinging the second housing 4a towards the first housing 10a while rotating the developing roll 7a and the photoreceptor drum 1a.
