PROBLEM TO BE SOLVED: To provide a software authorization management system which appro priately manages a transfer history of software authorization stored in a soft ware storage medium. SOLUTION: The features of this system are that a storage medium capable of additional writing or a storage medium which consists of a ROM area for software storage and a part of the storage medium capable of additional writing is used for the storage medium 41 which provides a software; authorization information of software-user 2 is recorded in a part or an area of the storage medium capable of additional writing.
