PROBLEM TO BE SOLVED: To solve a problem of having a requirement for opposite side terminal equipment 41 to periodically perform transmitting/receiving of message with a home agent 13 of mobile terminal equipment 11. SOLUTION: A coupled update message from the home agent 13 is received by an external agent 52 to which the opposite side terminal equipment 41 is connected, and an IP packet addressed to the mobile terminal equipment 11 is encapsulated and transferred by that external agent 52.
