PROBLEM TO BE SOLVED: To improve safety by using Internet only for downloading a control program but no sue of Internet for the instructions to renew the control program. SOLUTION: The instructions to transmit and renew the control program are made in DKC 110 via a public network 103 from a maintenance-managing server 102 installed in a maintenance center 101. DKC 110, which has received the instructions, instructs RMC 108 to download a control program from a control program transmission server 106. The RMC 108 downloads the control program from the control program transmission server 106 via Internet 104. The downloaded control program is once housed in the RMC 108 and forwarded to the DKCs 110, DKC 111 and DKC 112, and then the renewal processing is executed in DKC.
