PROBLEM TO BE SOLVED: To provide a shutoff valve capable of accomplishing an external air tightness of high reliability when a flange made from metal plate through sheet metal processing is to be screwed fast to a meter case through a seal packing material in the form of flat plate, the meter case having a flat mounting surface of a meter, for example a gas meter, to be recycled. SOLUTION: The shutoff valve 2 to be attached to the meter case 1 forming a gas passage 13 inside the gas meter includes the flange 8 made from metal plate through sheet metal processing to be screwed fast to the mounting surface 1a of the meter case 1 through the seal packing material 14 in the form of flat plate, wherein the flange 8 is furnished with screwing through holes 8a and 8b mating with a plurality of threaded holes 5a and 5b formed in the mounting surface 1a of the meter case 1, and in the neighbourhood of these through holes 8a and 8b, projections 8c and 8d are formed having a height some smaller than the thickness before compression of the seal packing material 14 in such a way as facing the mounting surface 1a.
