PROBLEM TO BE SOLVED: To form a uniform plating film on the surface of a rolling base material by use of a dry plating method while preventing the surface from degrading in quality. SOLUTION: When the plating film is formed on the surface of the rolling base material by use of dry plating method, the rolling base material is plated as it is rolled within a saucer which rotates with an inclination of 2 deg. to 20 deg. relative to the vertical direction.
