PROBLEM TO BE SOLVED: To provide a throttle valve control device that is of simple structure and can be made compact. SOLUTION: The device comprises an integrally combined structure 24 that includes a throttle valve 21, a throttle shaft 22, and a throttle lever 23, a return spring 26, one end of which is engaged with the combined structure to energize so that the throttle valve may be rotated in the closing direction, a free lever 25 that is connected to the other end of the return spring and is capable of coming in contact with and separating from the combined structure, and an actuator 30 that drives the free lever. The actuator drives the free lever to rotate the combined structure, and the throttle valve is opened and closed within a prescribed range, thereby controlling the idling speed.
