PROBLEM TO BE SOLVED: To provide an optical phase modulation/demodulation communication system or the like where a limit in reception band is small and the sensitivity characteristics are excellent. SOLUTION: A transmitter side laser 212 of a transmitter 211 outputs an optical signal, an input reception section 214 receives a transmitted signal, an optical phase modulator 213 modulates the phase of an optical signal outputted from the transmitter side laser 212 with a transmission signal whose input is accepted, and a transmission section 215 transmits the modulated optical signal. A reception section 252 of a receiver 251 receives the optical signal sent from the transmitter 211, a receiver side laser 255 outputs an optical signal synchronously with the received optical signal in terms of the light injection. Since the intensity of the optical signal outputted from the receiver side laser 255 is changed depending on the phase fluctuation of the optical signal sent from the transmitter 211, the communication system can transmit the signal.
