PROBLEM TO BE SOLVED: To solve problems that noise and low efficiency are caused because the contact condition of a bearing H and a round recessed section J in a flywheel B is changed by moment of inertia with which the flywheel B tries to continue the axis rotating condition without any change in the direction of the axial line and moment of inertia of minute dynamic unbalance which cannot be deleted. SOLUTION: When the bearing H and the round recessed section J in the flywheel B which are brought into contact with each other in a stationary state before voltage is applied to a coil S start to charge, the flywheel B starts rotating, and the force which tries to isolate the contact condition acts, a gyro support table is mounted which can change the inclination of a easing A freely without resisting the force forcedly, and the center of gravity of the flywheel B is positioned under a rotating supporting point on the bottom end of a rotating shaft D, thereby maintaining the rotation stably.
