PROBLEM TO BE SOLVED: To provide a line connection method and device by which a caller terminal user can easily access an access point. SOLUTION: This invention provides the line connection method and device that detects a channel congestion state of an access point depending on a connection request of a caller terminal to the access point and converts a requested called party number by the caller number into a called party number of the access point at a low congestion rate so as to realize line connection.
