PROBLEM TO BE SOLVED: To provide a picture information communication equipment that can realize multiplex communication with a minimum size of memory. SOLUTION: An equipment is provided with encoding and decoding devices that are used at the time of communication in each communication unit and perform encoding and decoding of image data, while each device is referring to one or multiple reference lines, and with memory blocks that are shared by the encoding and decoding devices and consist of the necessary number of memory blocks for multiplex communication. Each of the encoding and decoding devices is provided with a dynamic memory allocation management means that allocates for a reference line maintenance a vacant block out of each memory block composing the above memory blocks when operation is started and cancels allocation of the memory block used so far when operation is finished.
