PROBLEM TO BE SOLVED: To make construction sludge recyclable as a construction material such as backfill to increase a recycling ratio. SOLUTION: Mud slurry 6A containing water 6 or fine particles like clay and a solidifying agent 8 are mixed/agitated with adjusted sludge that construction sludge is treated and adjusted to have a specified water content to obtain the fluidized treatment soil. Further, the fluidized treatment soil can be also obtained by mixing/agitating mud slurry containing water or fine particle soil such as clay with improved soil formed by solidifying construction sludge.
