The advertisement server 4 transmits the advertisement information to the receiver and transmits information showing the transmission of the advertisement information to the receiver 2 (advertisement acquisition information), to the transmitter 6. The transmitter 6 receives the advertisement acquisition information, specifies the user, to which the advertisement information is transmitted, on the basis of user information and transmits the key for canceling scrambling by broadcasting to the receiver of the relevant user as a destination. The receiver 2, which acquires the advertisement information, acquires the scramble key addressed to the receiver itself, cancels scrambling of the contents and is able to view the contents.
