PURPOSE: To make increasable contents of initial setting of an operation mode at the time of the start of a power source. CONSTITUTION: A signal based on logic of an output signal A of a signal generating circuit 1 generating an output based on threshold voltage in accordance with ion injection and a POWER-ON signal bar is obtained by a NOR gate 2 and an inverter 3. Logic of the POWER-ON signal and the output signal A is performed by a NAND gate 9, and logic of the output signal and an output signal of the NAND gate 4 is performed by a NAND gate 5. The passing of an output signal of the NAND gate 5 and a mode setting signal is controlled by transfer gates 7, 8. Logic of each output signal of the transfer gates 7, 8 and the inverter 3 is performed by the NAND gate 4, and a mode setting decision signal is generated.
