PROBLEM TO BE SOLVED: To form an observation schedule in a short time, without requiring high expertise to efficiently perform field observation preparing work such as GPS receiver installation by introducing automation into schedule forming work in GPS observation. SOLUTION: In this schedule forming system, when session plan information representing the shape and observation time of a session is produced on the basis of observation condition information, observation point coordinate information and attribute information, schedule information related to the arrangement and action of the GPS receiver is produced, on the basis of the GPS receiver usage condition and the session plan information according to a prescribed rule (KB1). The formed schedule information (timer information) is transferred to the GPS receiver 9 (KB2), and on the basis of the schedule information, a schedule table representing the observation schedule is prepared by the session unit or the GPS receiver unit (KB2).
