PURPOSE: Disclosed is produce a solution for forming titanium dioxide which has stable quality. CONSTITUTION: This production process comprises: adding a hydrogen peroxide aqueous solution to an aqueous solution of a titanium-containing raw material to form a peroxotitanium complex; thereafter adding a basic substance to the peroxotitanium complex to obtain a solution; allowing this solution to stand or heating the solution, to form a precipitate of a polymer of peroxotitanium hydrate; then removing at least dissolved components other than water from the titanium-containing raw material aqueous solution, from the precipitate; and thereafter allowing a hydrogen peroxide aqueous solution to act on the resulting precipitate to produce the objective titanium-containing solution for forming titanium dioxide.
