PROBLEM TO BE SOLVED: To provide a circuit and device for processing a motion video multiply encoding signal that implement edit processing of MPEG program stream in real time with hardware. SOLUTION: The circuit comprises: detector means 21 that inputs MPEG program stream and detects a packet header; ID branching means 23 that determines whether the packet is video or audio information based on the detected header cord an bifurcates subsequent processing; video header information extracting means 25; video information measuring means 27; audio header extracting means 29; audio information measuring means 31; information storing means 35 for temporarily storing information from each means; and information reading means 37 for reading information from this information storing means 35. ID branching means 23 operates video header information extracting means 25 and video information measuring means 27 when it had detected video header, and operates audio header information extracting means 29 and audio information measuring means 31 when it has detected audio header.
