PROBLEM TO BE SOLVED: To provide a radiological image conversion panel, capable of providing a radiological image having superior image quality, especially sharpness and granularity, and to provide its manufacturing method. SOLUTION: This radiological image conversion panel is characterized by having stimulable phosphors included in a phosphor layer, having the shape of needle-shape particles having an aspect ratio of 1.5 or higher, and oriented in the depth direction of the phosphor layer. The radiological image conversion panel is preferably manufactured by a method, in which the needle-shaped stimulable phosphor particles having an aspect ratio of 1.5 or larger are fluidized in one direction together with fluid material, to form many orientation films, on which the stimulable phosphor particles are oriented in one-axis direction, and many orientation films are laminated so that the orientation axes of the stimulable phosphor particles coincide with each other, to form a laminate block by giving heat press-contact, and then the laminate block is sliced vertically, relative to the orientation axis of the stimulable phosphor particles along the laminated surface.
