PROBLEM TO BE SOLVED: To provide a flow regulating valve device free of a risk of burn possibly with abrupt discharge of hot water and assuring a stable operation. SOLUTION: A water stop valve 1 is formed from a flap valve 1a, and in a part of the water stop valve 1 a tapered pressing part 2 is provided. By a moving shaft 3, the tapered portion 2a of the pressing part 2 is pressed so that the moving amount of the pressing part 2 is changed with the stroke amount of the moving shaft 3, and thereby the amount of opening of the flap valve 1a is adjusted.
