PROBLEM TO BE SOLVED: To provide a device and a method for issuing IC card, by which confidential data which differ surely for each IC card, can be written on an IC card. SOLUTION: A plurality of key data are stored in a key data file 10. A host computer 1 extracts the key data from among a key data group, stored in this key data file 10 and issues the IC card by writing these extracted key data via an issuing machine 12 to the data memory of the IC card 13. When the normal end of issue of the IC card is confirmed, the host computer 1 deletes the key data used for issuing that IC card, from the key data file 10. |
