PROBLEM TO BE SOLVED: To provide a battery source operating unit capable of notifying a battery consumption without any user's doubt about failure of the operating unit, in the case of occurrence of operation failure caused by the battery consumption. SOLUTION: In the operating unit comprising a light-emitting transmitter (3) transmitting an operating signal of a water-heating cleaning toilet seat by continuous light-emitting and a light-emitting display (4) displaying an operation status of the toilet seat, the operating signal is duty controlled, when source electric voltage falls short of a predetermined value by the light-emitting from the display (4), a duty rate of the operating signal to be transmitted goes higher than the usual rate, so that whole amount of light-emitting signal becomes the predetermined value.
