PROBLEM TO BE SOLVED: To accurately detect a system malfunction in a head-end of CATV system compatible with satellite digital broadcast. SOLUTION: The head-end 1 comprises a PC(Personal Computer) 5, and a plurality of channel-selection/conversion equipment 7, which selects signals including broadcast data of a service ID designated by the PC 5 by receiving a reception signal from an antenna 3 for receiving a BS digital broadcast signal, and extracts broadcast data of the service ID from the signal to output to a trunk 13 by converting the data into the broadcast signal for cable television. The PC 5 acquires the programmed information containing in the BS digital broadcasting signal from the equipment 7. At the same time, the PC 5 monitors the signal from the trunk 13. When it is detected that there is not broadcasting signal from any one of the equipment 7, then, the PC 5 analyzes the latest programmed information, and if the service ID corresponding to the equipment 7 is on the air, then it is decided that the equipment 7 is in a state of malfunction, which is reported.
