PROBLEM TO BE SOLVED: To simply measure the hardnesses of various grounds over a wide range by a small-sized machine. SOLUTION: A rod 5 is vertically supported on the surface and a weight 10 is placed on a flange 8 and the rod 5 is rotated to penetrate a screw point 9 in the ground. This penetration quantity is measured and the N-value of the soft ground is measured on the basis of the penetration quantity of the rod, the number of rotations thereof and the weight of the weight 10. The weight 10 is raised by a catcher 22 and the catcher 22 is opened outwardly by the inclined cam 31 of a dropper 29 to allow the weight 10 to fall on the flange 8 and the screw point 9 is penetrated in the ground. The penetration quantity is measured and the N-value of the hard ground is measured on the basis of the penetration quantity, the weight of the weight 10 and lift quantity.
